This year's property tax assessment is a combination of two government programs: the tax freeze assessment and the tax relief. The state will send checks to eligible homeowners; You do not need to fill in any forms or apply.
To be clear: This bill is not technically a property tax refund. Instead, state lawmakers and Gov. Andrew Cuomo agreed to redirect other New York funds — such as those collected through property taxes — back to individual property owners. Three States Offering One Time Payments From $300 To $975
This new undercover scam is sending New Yorkers text messages falsely claiming New York State is offering $1,500 in rebates to help Empire State residents deal with high gas prices, according to the DMV.
"Phishing messages are deceptive messages designed to collect data or sensitive personal information to be used to commit identity theft or trick the recipient into installing malware on a computer or mobile device," the DMV said. This is the latest in a series of text message privacy schemes that the DMV has warned New Yorkers to avoid."
"We want New Yorkers to know that these scams are out there, and we encourage them to be cautious if they receive a text or email that looks suspicious," said DMV Commissioner Mark J.F. Schroeder said in a press release. "DMV will not send you text messages asking for your personal information. If you are not sure if you have received a phishing scam, please contact us at dmv.sm.phishingattacks@dmv.ny.gov."

Awaiting A Rebate Check? Stay Calm, State Says
This fake website, seen below, looks like the New York State DMV website. It is designed this way to steal your personal information such as date of birth, address and social security number, officials said.
"Be wary of any communications you receive, including those claiming to be from 'trusted companies.' Be careful when clicking on links in these messages. If in doubt, don't click," the DMV said.

New York State DMV officials noted that the website was designed to look like the New York DMV website. However, the site redirects to mynydmv.info when the New York DMV site is dmv.ny.gov.

"Do not send personal information via email. Legitimate businesses will not ask users to send sensitive personal information via email," the DMV added. "Be careful how much information you send online using threats, or the URL will not match the correct website."

Ny To Homeowners: Your Tax Rebate Check Is Almost In The Mail
New York City has begun sending out this year's property tax paychecks, months ahead of schedule and just weeks before the first round of Assembly primaries and statewide races — including the gubernatorial primary — scheduled for June 28.
The season has caused controversy because of the attachment on the check stub with a short message that says, "Gov. Hochul and the New York State Legislature give you this." That type of language has been controversial this year and in the past, when elected officials have also used salary deductions to claim credit for the taxpayers' tax distribution in an election year.
U.S. Rep. Thomas Suozzi, one of the primary Democratic candidates against Hochul, criticized the move Friday, arguing that the governor "gave voters preemption ... (and) if it's not illegal, it should be." illegal,” according to the New York Post.
The checks are part of a one-year, $2.2 billion program included in the state budget in April. Hochul originally proposed a $1 billion rebate in property taxes to offset some of the economic pressure from the coronavirus pandemic and inflation.
Million Americans Eligible For New York Homeowner Tax Rebates
The amount of each assessment will depend on factors such as the property's location, the person's income and whether the property owner receives Enhanced STAR or Basic STAR. The state has information on the Department of Revenue and State Finance website to help property owners determine their eligibility level.
"This budget will put more money back in people's pockets," Hochul said in April after the budget was approved.
The checks were originally expected in the fall, but the state moved to speed up distribution, Hochul's spokesman told the New York Post.
"Governor Hochul worked with the Legislature to secure tax relief for New Yorkers in the state budget, and given the increased revenue and national surplus, the Department of Revenue and Treasury is working to deliver these benefits to eligible homeowners as quickly as possible and not delay relief for some time as many New Yorkers are struggling," Hazel Crampton-Hays said in an email.

Crampton-Hays did not respond to a request for information about whether the governor or her staff had requested or known that Hochul's name would appear on the checks.
While the notice attached to the checks says, "you can use it to pay your property taxes," school taxes aren't due until the fall, and other local taxes are normally due in January.
Mailing check checks back to potential voters before an election, and adding the official's name to them, is not new. In 2018, the state sent checks before the then government. Andrew Cuomo's first fight was with activist Cynthia Nixon. Those checks did not include Cuomo's name, but did include a short letter similar to the one in the payroll.
And in 2006, then-Gov. George E. Pataki and the state Legislature took a similar step, sending election-year retirement checks with a letter to lawmakers and the governor, according to the Democrat and Chronicle.
Homeowner Tax Rebate Credit Checks Coming To New Yorkers
The property tax relief program is separate from the STAR rebate, which gives homeowners making less than $500,000 a year a break on their property taxes.
Elected officials have touted the severance pay programs over the years as a tax break for middle-class taxpayers, but critics have pointed out that the income limits are often much higher than the taxpayers' income.
The tax deduction for homeowners in this year's budget is a one-year program that will reach approximately 2.5 million homeowners.
To qualify, residents must earn less than $250,000 and be eligible for public school.
